Selain daripada gambar-gambar yang tertera di atas saya juga menerima aduan bahawa paip air bocor, tiada saliran yang baik untuk pembuangan najis dari tingkat atas ke tingkat bawah, masalah nyamuk, masalah kecurian wayar (pendawaian) dan sebagainya.

INDAH, BERSIH, CERIA tema yang digunakan oleh MBI malah disebaliknya tanggung jawab MBI telah diabaikan. Ini adalah satu penipuan kepada rakyat di Ipoh.

Merujuk kepada kenyataan terkini yang dikeluarkan oleh Datuk Bandar, Beliau memberi arahan kepada pihak yang merancang bina rumah ibadat. Apakah mesej yang Datuk Bandar ingin kemukakan kepada masyarakat? Adakah MBI mempunyai jawatankuasa yang tertentu untuk menangani masalah ini? Jangan hanya menggunakan garis panduan semasa ke semasa dari MBI untuk mangambil tindakan.

Apakah garis panduan yang digunakan oleh MBI? Pamirkanlah di web MBI supaya masyarakat dapat mengetahui dengan lebih mendalam. Kenapakah MBI ingin menyembunyikannya? Jangan setakat bibir sahaja.

Disini saya ingin mencadangkan untuk menubuhkan Jawatankuasa Pembinaan Rumah Ibadat. Jawatankuasa ini perlulah terdiri daripada komponen pertubuhan – pertubuhan atau persatuan-persatuan Agama. contohnya Persatuan Buddhist , Hindu Sangam, Catholic Association, Jabatan Agama Islam dan NGO yang berkaitan.

Dengan jawatankuasa ini MBI dapat pandangan yang luas mengenai rumah ibadat bukan dengan jabatan yang di MBI sekarang. Ini adalah kerana setiap agama mempunyai unsur-unsur keagamaan yang tersendiri untuk mendirikan bangunan atau rumah ibadat mereka.

Di Ipoh kita mempunyai 650000 warga kota, berapa orangkah Datuk Bandar telah bertemu dan berbincang? Berapa kalikah Datuk Bandar turun padang mengadakan sesi dialog untuk berinteraksi dengan masyarakat atau membuat satu analisis rumah kerumah mengenai perkara-perkara sensitive seperti ini? Kenapakah MBI senjaga menepikan Local Agenda 21? Cakap satu buat lain. Kegagalan ini telah menunjukan Datuk Bandar tidak menunaikan tanggung jawab dan tidak mematuhi undang-undang yang sedia ada.

Adakah MBI pernah membuat kajian mengenai struktur pembinaan rumah ibadat sebelum ini. Apakah kuasa MBI jika rumah ibadat tersebut didirikan di atas tanah persendirian?

Saya juga mencabar Yang Berbahagia Datuk Bandar, Datuk Roshidi Hashim untuk mengadakan satu sesi dialog dengan masyarakat di Dewan Bandaran Ipoh serta menubuhkan satu jawatankuasa diantara pihak MBI dan masyarakat untuk perbincangan hal-hal seperti ini dalam bulan ini.

Tanabalan Devarajoo

We have witnessed in 2008 that the concept of humanity, equal rights and such noble values was treated as a supplementary value to a primary requirement of relevance and necessity in political decision-making. We should not be naive to think otherwise.

It is a known political practice, as far as major world alliances are concern, where the players have always dealt with regional powers. New Delhi has been making the calls in Sri Lanka since independence.

Tamils can toil in Canada, UK, EU, USA or elsewhere but the benefit to change the mindset of New Delhi is still far-fetched.

We know for evident that factors such as:-
1] Disgruntled voices of 70 Million Tamils in India via TN MPs
2] Voices of Tamil Diasporas around the world against genocide in SL
3] Fishermen killings at Kachai Theevu.
4] Sinhala Policies compromised India’s sovereignty by engaging Pakistan and China openly.

None of these have changed the mindset of foreign policy of India towards creating Free Eelam.

The RAW policies, in the process of attempting to fulfill Madam Sonia’s wishes to the point of compromising Indian sovereignty, reflects weakness in Indian regional security policies.

Obstacles for Free Eelam
• The two individuals behind the scene are obviously the NSA and the Italian born Madam Sonia Gandhi.
• The subtle element of Tamil/Indian Brahmins – Subscribes to AIADMK
• Congress men – manipulating the obsolete ideology of possibility of TN breaking away.

I believe, as long as we recognize the challenges obstructing Free Eelam objectively, we can work around these 4 major obstacles.

Eelam think tanks need to speculate seriously about a Mechanism that will continuously work to counter such elements and create the relevance and necessity of Free Eelam with New Delhi. We need to speculate this notion seriously to bring about Global Tamils solidarity for the formation and financing of such a body in Indian soil.

Studying the modus operandi of American Israel lobbying for US foreign policy via AIPAC (American Israel Public Affairs Committee) will be a good start.

This mechanism/body should be founded on principals around issues articulated as below:-
• Bring about Global Tamils to assert their strength in 2009 Indian Election. Capable of Sponsoring campaigns on both right and left wing to ensure Free Eelam interests are protected.
• Necessitate southern Indian security that lies with the strategic partnership of Eelam formation. Continuously obstruct elements that stand in the way of Free Eelam be it civil servants, bureaucrats or even politicians beyond Tamil Nadu.
• Necessitate the Implementation of one of the wealthiest sea trade route Sethu Samutharam, retrieving Kachai Theevu and Free Eelam formation, in order to safeguard regional prosperity.
• Make aware that Current failing New Delhi policy has allowed China and Pakistan arms at the doorstep of Tamil Nadu and Kerala. RAW had worked not only against Tamil people aspirations but worked against Indias’ sovereignty just to please Madam Sonias wish.
• Facilitate People of South India with the help of Global Tamils to take responsibility of their own destiny in protecting the resources, prosperity and security.

It is apparent that such a “body” either does not exist or is not structured enough by merely the fact that during security failure at Mumbai in 2008, people of TN did not pursue aggressively for NSA MK Narayanan’s resignation.

Tamils as a whole missed an opportunity to remove the man from his office who masterminded and collaborated with Sinhalas on Tamil genocide.

Time has come for people of Eelam to live up to the occasion, reset the mind as Global Tamils and play an effective role in Southern Indians security in creating and supporting the southern regional alliance making Free Eelam partnership a necessity.

Tamil Eelam’s military leadership alone can only keep the Free Eelam flame alive.
The final piece of the missing jigsaw, which would secure Free Eelam can possibly happen by shifting the Indian politics via body with functional ability such as AIPAC thus making Global Tamils a decisive player in Indian politics beyond Tamil Nadu to rest of India.

With due respect ACID welcomes the honorable members of the QnA Panel.

I will take this opportunity, to run down on our activities in Ipoh this evening for the benefit of the public.

Last year, ACID organized Merdeka Food Fare in conjunction with 50th year anniversary, We had 15 000 citizens of Ipoh Community participated actively.

A forum held on “A New Deal to End Marginalization of Malaysian Indians” which was attended
by 2500 citizens at St. John Ambulance Hall.

Besides sponsoring school uniforms to Kg. Tye Lee resident’s children, early this year we conducted a Blood Donation Drive at Batu Gajah, an outskirt town of Ipoh.

This year ACID had organized a Hunger Strike for the release of the 5 Hindraf leaders and other detainees under ISA.

Besides these ACID had been actively resolving matters of welfare, labour, socso, identity card and birth certificate.

Saying all these………….

Today’s function is of very significant and nostalgic for ACID.

We kick started ACID in 2007, and our first function was for the Oppressed People of Tamil Eelam “Crime Against Humanity in Sri Lanka”.

The Event was presided by YB Lim KS, YB Lim Guan Eng, Mr Ngoh then, Mr Sivakumar then, Mr Sivanesan then, YB M.Kula, Mr Thiru Mavalan, Mr Pasupathy and Tamil Kuyil Dr Kaliaperumal.

The Event ended with 7 resolutions from citizens of Ipoh.

And now we are here for the oppressed people of Tamil Eelam again in a forum “Justice for Tamils”.
We welcome every one of you to witness this Forum and benefit from this.

The Forum Discussion with Citizens of Ipoh was led by Dr T Ramasamy (Deputy CM Penang), Kulasegaran (MP Ipoh Barat), Sivanesan (Perak Exco - State Assembly), Mr Fan Yew Teng (Social Activist, Writer) and Mr Pasupathy (Social Activist, Lawyer). The subjects explored included the following -

What radicalized the Eelam political struggle into an armed struggle?

What would be the Alternate Government stance on the on-going humanitarian crisis in Tamil Eelam?

Why is there a proscription on LTTE in Malaysia?

What is the legal mechanism that proscribed LTTE as a terrorist movement? Can it be subjected to judicial review?

Is it against our law for Tamils to provide moral/material support for the justice for Tamil people struggle in Sri Lanka?

An Exhibition - “Free Eelam” with Book Promotion “Malaysian Indian towards a new paradigm” were conducted in conjunction with Forum.

The Forum concluded with the speech by Mr. M.Kulasegaran DAP National Vice Chairman and MP Ipoh Barat M.P. on “Justice for Tamils” at Ipoh City hall on 24th Oct 2008.

“Stop the genocide State terrorist violence on Tamils in Sri Lanka. The premeditated brutal war against innocent Tamil civilians by the Sri Lankan State is genocide of unparallel proportion in recent history. The intention is to establish an exclusively Sinhala and Buddhist theocratic State through the violent means of ethnic cleansing.

It is all out war on the Tamils now and no day passes without some killings, bombings and murder while the world and India and Malaysia watch without interfering to stop the genocide. Their silence is a crime against the Tamil people.

Over 300,000 Tamils have been uprooted and made homeless in recent weeks by this senseless war inflicting on the innocent Tamil civilians.

Uprooted Tamils are living without roofs over their head, food and medicine. Starvation is being used as a weapon to force them to submit. Tamils face the inhuman and indiscriminate bombing missions of MIG27, MIG 29 and Kfir aircrafts. They attack the homes, schools, hospitals and temples killing innocent civilians, be it children, women and aged.

Tamils are linguistic nationality and denying them their basic human rights of the right to self-determination is the crime of the century.

When Pakistan committed genocide on lesser scale India intervened to redeem the Bengalese and help earn self-determination. Why not for the Tamils likewise? Are we lesser humans? Or are we insignificant in the geo-political interest of India as a regional power. India must wake up to these atrocities and stop the genocide without delay. Malaysia too must intervene to stop the genocide.

No country or people should remain silent in the face of such brutal crimes against innocent Tamil civilians.

We the Tamils of Malaysia therefore categorically demand the following:

Stop the Sri Lankan State from waging on its own citizens, the Tamils;

Refuse military and aid to the Sri Lanka State;

Withdraw all Indians military personnel who are assisting the Sinhalese State in waging war on the Tamils;

Recognition of the right of Tamils to self determination

Urge the Malaysian Government to bring all parties to the conflict to the negotiating table for a permanent peace. ”

Association Welfare Community and Dialogue , Ipoh Organization from Malaysia has campaigned nationwide across ethnicity to educate and create awareness on the ongoing genocide at Sri Lanka by the SLA with collaboration of Donor nations. Our campaign had been extensively covered by Malaysian Tamil Media. Malaysian Tamils had never ceased to support the Tamil Eelam people during all this challenging years.

A Gathering regarding “Crime Against Humanity in Sri Lanka” was held in St.John Church Hall on the 10th February 2007, from 04.00 PM to 06.30 PM under the auspices of our organization , Community Welfare and Dialogue Association, Ipoh. The gathering was attended approximately by 300 citizens of Ipoh. The Speakers at the gathering were:-

Our Association arranged this gathering at the request of many of the Ipoh Tamil Community members to deliberate on a just solution to the on-going genocide in Sri Lanka.

The World Must Save Sri Lanka from a Greater Tragedy.

Historical Background

Sri Lanka formerly known as Ceylon consist of two distinct etho-national formations with different languages traditions, cultures, territories, and histories. The British for administrative convenience brought both these ancient civilization under one umbrella. The Tamils in Sri Lanka are a minority people consisting of nearly 20% of the population. Almost all the minority people reside at the north and east of Sri Lanka.

Sri Lanka today

The Ceasefire Agreement brokered by the Norwegian in 2002 and signed by the Sri Lanka government and the Liberation Tigers of Tamil Eelam (LTTE) is almost as good as destroyed, thanks to the insincerity of the Sri Lanka state.

President Rajapaksa is now even against the proposal to have a federal system of governance in Sri Lanka. While he calls for fresh peace talks with the LTTE, he is adamant about military victory, not a politically negotiated peace based on justice. Only a week ago, Rajapaksa invited the LTTE ‘to return to the negotiating table, but insisted that the Tigers must lay down their arms – ‘a demand that the rebels consistently reject,’ as pointed out by news agencies.

That itself shows that Rajapaksa is not sincere about peace talks. If one side has to lay down their arms, then where is the necessity for talks? His call for surrender is proof that he is utterly insincere about peace.

Why? Because Rajapaksa and his closest associates want a military solution, not a peaceful solution based on justice. This means that because of Rajapaksa’s position, the war will go on, with more people soon to be killed or injured.

Rajapaksa prefers to play the politics of race, rather than the politics of sincere pace talks for a lasting peace in Sri Lanka that will not hold and be of benefit to the Sinhalese, the Tamils and the Muslims. Rajapaksa is a prisoner of the Sinhalese extremists that surround him.

Also, there are elements in the Sri Lankan government and the Sri Lankan military who want a military solution so that they could benefit directly from increased arms procurement. For their own selfish reason, they choose war rather than peace. They want war profit from killed and maimed Sinhalese and Tamil civilians.

And because they want war rather than peace, a grave humanitarian crisis has developed in Sri Lanka today.

Current Predicament

Their war crimes, crimes against peace and crimes against humanity include the following facts:

i) Sri Lanka state terrorism had created more than half a million Internally Displaced People.
ii) More than 16,000 civilians have made the dangerous journey across the Palk Straits into India. Many have perished before reaching the shore.
iii) Many more have migrated from their home land. It is said more of this minority race lives overseas then in Sri Lanka.
iv) the ongoing conflict has killed nearly over 70,000 innocent people
v) The Sri Lankan state had cornered civilians in the Jaffna peninsula creating a Humanitarian disaster
vi) They are bombing the civilian dwellings hospitals refugee camps and orphanages indiscriminately even wells are targeted!
vii) The Sri Lankan state is refusing to allow any medical supplies food or humanitarian aid to reach the north where the population are at the brink of starvation.

Mankind cannot and should not endorse the sufferings of the minority. Emergency food, medicine and related aid need to reach the affected areas fast.

International Law supports minority demands

Chelvanayakam an Ipoh born MP of Sri Lanka after winning the bye-election in 1974 declared

” Sinhalese and Tamils in this country lived as distinct sovereign people till they were brought under one foreign domination. It should be remembered that the Tamils were in the vanguard of the struggle for independence in the full confidence that they also will regain their freedom. We have waited for the last 25 years made every effort to secure our political rights on the basis of equality in a united Ceylon. It is regrettable fact that successive governments have used the power that flows from independence to deny us our fundamental rights and reduce us to the position of a subject people. Theses Governments have been able to do so only by using against the Tamils….I wish to announce to my people and to the country that consider the verdict at this election as a mandate that the Tamil Eelam nation should exercise the sovereignty already vested in the Tamil people and become free. ..I give you my solemn assurance that we will carry out this mandate”

Thus the minority were forced to agitate for self determination. Due to continuous oppression of the minority in their political, economic and cultural interests, the minority have no alternative but seek to create their own sovereign state of Eelam.

Many UN conventions support the just aspirations of the Tamil people of Sri Lanka - conventions like On the Elimination of all forms of Racial discrimination (resolution 2106 of 1966), resolution 1514 of 1960 namely the Granting of Independence to Colonial Countries and Peoples

International community must intervene

The world community cannot and should not stay aloof and ignore the killings, rape, torture and the starvation of the minority people in Sri Lanka. The on goings in Sri Lanka is nothing different to what happened in Bosnia and now in Dafor.

The World at large must save Sri Lanka and its multiracial people from further devastation. The World, especially the almost 60 international donor countries, should exert urgent and great pressure on the Sri Lankan authorities to return to the peace table and sincerely hammer out a just and lasting peace for all communities.

Last but not least, India, by virtue of her close proximity to Sri Lanka, and Tamil Nadu, by virtue of her being the second most industrial Indian State, must do all they can to help facilitate the peace process in Sri Lanka.

Malaysian Media

A final appeal: the Malaysian Media, particularly the English, Bahasa Malaysia and Chinese print and electronic media, could also play a positive role to contribute towards the peace process on that tragic Island. Like what happened in Bosnia a dozen years ago, or what is happening in Palestine and Iraq today, the tragedy of Sri Lanka is a universal human rights issue that concerns our fellow human beings.

RESOLUTIONS

1. The role of so-called “International Community” of Donor Nations for Sri Lanka should be replaced by the United Nations to aggressively finding a just solution.

2. The United Nations must realise that Sri Lanka is a Failed State and recognise Tamil Eelam as the permanent solution under UN Declarations and International Covenants:-

* The UN Declaration on the Granting of Independence to Colonial Countries and Peoples (G.A. Resolution 1514 of 1960).

• The UN International Covenant on Civil and Political Rights (G.A Resolution 2200 of 1966, ratified by the Sri Lanka government in June 1980), Article 1.

• The UN Declaration on the International Status of “peoples” and their Right of Self-Determination (G.A. Resolution 2625 of 1970).

3. We strongly condemn the Bush Administration for collaborating and allowing the genocide of a minority race in Sri Lanka.

4. We demand that the Indian government should appoint a Tamil minister of Indian Union, who has a proper grasp of the legitimate aspirations of the oppressed Tamils and who is fully aware of the root causes of the conflict in Sri Lanka, to mediate the said conflict.

5. In view of the gravely deteriorating situation in Sri Lanka we implore that the world community should immediately help send food, medicine and other necessary helps to Sri Lanka to avert further massive loss of life; and should endeavour to provide a NEUTRAL military protection to the affected.

6. We plead to the Malaysian non-Tamil Press to be unbiased and balanced in their coverage of the Sri Lankan conflict.

7. The civilized world should try the President of Sri Lanka, Mahinda Rajapakse for this “Crime against Humanity”.
